The history of the past seven years has made it perfectly clearthat Communism has no chance in western Europe. The appeal ofFascism is enormously greater. In one country after another theCommunists have been rooted out by their more up-to-date enemies,the Nazis. In the English-speaking countries they never had aserious footing. The creed they were spreading could appeal only toa rather rare type of person, found chiefly in the middle-classintelligentsia, the type who has ceased to love his own country butstill feels the need of patriotism, and therefore developspatriotic sentiments towards Russia. By 1940, after working fortwenty years and spending a great deal of money, the BritishCommunists had barely 20,000 members, actually a smaller numberthan they had started out with in 1920. The other Marxist partieswere of even less importance. They had not the Russian money andprestige behind them, and even more than the Communists they weretied to the nineteenth-century doctrine of the class war. Theycontinued year after year to preach this out-of-date gospel, andnever drew any inference from the fact that it got them nofollowers.

In so far as Kipling grasps this,he simply sets it down to 'the intense selfishness of the lowerclasses' (his own phrase). When he is writing not of British but of'loyal' Indians he carries the 'Salaam, sahib' motif to sometimesdisgusting lengths. Yet it remains true that he has far moreinterest in the common soldier, far more anxiety that he shall geta fair deal, than most of the 'liberals' of his day or our own. Hesees that the soldier is neglected, meanly underpaid andhypocritically despised by the people whose incomes he safeguards.'I came to realize', he says in his posthumous memoirs, 'the barehorrors of the private's life, and the unnecessary torments heendured'. He is accused of glorifying war, and perhaps he does so,but not in the usual manner, by pretending that war is a sort offootball match. Like most people capable of writing battle poetry,Kipling had never been in battle, but his vision of war isrealistic.
